Go to the police station go up to the 3rd floor room 303 listen to the 3 wired recordings then walk into Troy's office and pick up the file you'll receive a phone call then you can hunt that special someone.

Go to the third floor of the police station and look for room 303.
Listen to the wired recordings, then go give Troy a visit. Pick up the file, and the next phoe call you recieve will be the special mission.
