For both off them you first have to go to your outfits section in your wardrobe,remove all cloting,and if you want to streak you leave.
If you want to flash,you need to put the flashcoat on.
There is only one store you can buy this coat,its called Let's Pretend,its located in the Round Square schopping center located on Nob Hill High End Retail District.
Its there where you go down to do the last Ultor Stronghold.
To start flashing and streaking press twice D-Pad down.Hope this helps.
