He isn't too difficult to find, it's not like you could miss him or anything. I found him along the main road in the apartments, the one with the tracks above it.

Just drive about until you see the grey crosshair appear on your map , he often goes jogging in bario during the day though

I found him at the loz carnalez mansion I shoot near the floor and crazy enough he ran into my house trying to run through the wall lol just make sure you have the right weapon
