You have to go to the insurance fraud activity icon like all the others and when they tell you to make a certain amount of money in a certain amount of time you must go to the spot ( it's a blue box surrounded by a red circle on the map and press LT or RT when a car is about to hit you.
It gives you more money for hitting police cars and for people watching. I made about 314 thousand dollars from one hit (but you don't get all of that money).
