I just beat the "no time to mourn" mission but I can't find the westside rollerz mission. The same thing happened to the vice kings after "the king and I". Do I have to take out all of the strongholds

I just beat the "no time to mourn" mission but I can't find the westside rollerz mission. The same thing happened to the vice kings after "the king and I". Do I have to take out all of the strongholds or something? An answer soon would be nice.

You will have to do the strongholds and maybe earn more respect to unlocked the westside rollerz and the vice kings.
