The bear(S.W.A.T vehicle) is the strongest non-tank land vehicle, but it is pretty slow. The attrozone(lamborghini) is the fastest with great handling, and with maxed out upgrades, it is as good as the non-upgraded bear

The emu is always underestimated but is really the strongest car if fully upgraded stronger than the bear.

I believe if you want a non-military vehicle that has average speed, compensator is slightly stronger than criminal, but criminal is slightly faster, you just need to choose if you want speed over strength. Criminal is still very strong though, knocks most normal cars right out of the way at speed.
