Should be at the airport to the south west though I'm not sure you can control them in the first game.
The game has some sort of code in place to prevent the Player from entering one. When ever the police land to drop of troops, it's coded to be locked because the game has not got any flying system in place for the Player, the computer players are simply following scripts called Paths wich tell them were to go and what to do.
And as I have heard before. When people mod the game and spawn one in and atempt to enter they say it eaither crashes or freezes thier game.
