You have to go to the airport and on when you see the plane blow it up and the fire truck should appear thats how I've just got it

Blow up the planes in the airports, it should appear within a few minuites.

Where the plane that angelo (los Carnales) gets on there is a little shutter to the left as you enter the airport. It should pop up at times when you go towards it.
