No. If your playing online you have access to the administative builing which generates $1 every 9 seconds. What I do at the start of thegame is send engineers to 4 places so I have about $40 left then I build my first base with that $40. As soon as I get another $40 I buy a new supply depot. Also if you have a secondary base neer your allies supply depot you collect their supplies. Super sneaky!

Set up a secondary hq on the roads where the most of your allies supply trucks take so you can take there supplies I call this method supply poaching

In the start, build a secondary HQ near you ally's supply depots and you can steal their supplies. WARNING: do not build your supply depots near their HQ unless you want to give them you supplies. After you do this, send infantry and recon in a forest to make sure there are no enemies nearby or in woods. Then send your infantry to capture an enemy supply depot that is at least 1000 meters near an enemy base. Then capture it and defend it. Send armored reinforcements to help your infantry from the enemy siege or use decoys to lure off some enemy units weakening their attack. My gamertag is PixLki11er.
