The game in general is Free roam, but to have free roam for friends, you must have Live or be able to get online, or system link.

Yes, as with any other multiplayer mode in any other game, you have to be online, as the free roam is a multiplayer only game mode. The reason for this is that it doesn't have any "Save slots" - it saves your PSN profile like other games, like your challenges gets saved on for example Modern Warfare 2 and MAG.
