Question for Pirates Of The Caribbean 3: At Worlds End

I'm in Shipwreck City and I'm stuck because I don't know where to find the other pirate lord that your supposed to find first and get him to the pirate meeting. I found the first guy but I can't find the second one.

I'm not too sure where you are exactly, but I think this may be the part where you find all the decking area by the sea, and cut some ropes, so you can jump across the rafts, and the navigate your way to the boat, using all of the other ladged, and poles, linewires etc. You then battle him in a dual.
