I got to questions and I think they might be related.
1) In the second level, how do you get to talk to somebody special in order to build the Radio?
2) How do you build the Spy academy?

1. You need to build the Newspaper stand, then look of the ship bar until you see an exclamation mark. It should be a guy offering to give you the radio plans.
2. I guess you need to wait for a certain level to build the Spy Training Center.
