There is no merchant. You have to go to the red hills where the location of the northern hideout is. Before getting to the hide out, you come across the flowers on the left side of the road. You'll have to fight choji and shikamaru for them
I just did this quest today myself. The merchant who temari was just talking to (who tells you where the flower is) is about two places back from where you find temari. He's really not hard to find at all :3
And the flower is just outside the northern hideout. Happy playing :3
