Not necessarily. If you have xbox live you can get choji temari jiariah (spelling?) and sarutobi. For those who don't know who sarutobi is, he is the 3rd hokage, the old man, the head of the leaf village. For choji and temari it costs 500 points for both of them, same for the another two, another 500. Well thats it, they might add more characters tho so keep checkin. Hope this helped.
