To find him, you have to go to the area near the bookstore, where the wood fencees are. Follow the kunai, and you should find several tall towers, one of which has a ledge low enough that you can jump onto it. Jump onto the ledge & use level 3 Chakra concentration to get to the top. There are one or 2 other towers that are within jumping distance of the tower that you just climbed, that you can`t get to the top of any way but sprint-jumping from the 1st tower. It helps to look at the map by pressing select once you`re on top of the 1st tower to line Naruto up with the 2nd tower, since there are trees in the way that prevent you from seeing the 2nd tower from the top of the 1st one.
