Yes it is, although I think you can only use it at two times and that's in story mode with the first moment that you fall down the cliffs and you're learning the jutsu and then when your fighting Gaara and Sabaku in the end of story mode. The seals, however, are (on an xbox360 handcontroller) LT + vv >> ^^ <^ vv >> ^^ <^I believe. I know it's like going around in a circle and then with the >^ two times in a row. But then again, you can only use it in story mode.
