Villagers have not been added to the Xbox version yet. Once they are, they will be included in an update (just like Endermen, villages, and shears were). You may not get them on existing maps, but by the time they are added there should also be Spawn Eggs.

When this question was asked and this answer posted, there were no Villagers. Currently, there are, but considering this question and answer existed weeks before Villagers were added it shouldn't be down-voted simply because everything is out of date.Guest answered:
