No one knows, not even 4J. However, there are a few things to consider to help estimate a date.
1.8.2 was given to Microsoft on October 2nd, and in Cert Testing by the 4th. Cert Testing can take ten business days, although it could take more or less, there is NO way of knowing. IF IT DOES NOT PASS, then it must go back to 4J and the update could take another month or two. If it passes then it will be released immediately afterwards. Ten business days puts it late this week.
For reference: Cert Testing is the process where Microsoft takes the update (and all updates from other games) and tests it. They look for bugs and other problems. If there are too many bugs, or if there are bugs that are too big, Microsoft sends the update back to the developers to fix. The update then needs to go back to Microsoft for another round of Cert Testing. If Microsoft does not find any major problems, the update is okayed and released shortly afterwards.
