As far as I know ---- there is no level 99!!

Level 99 is the max players can reach. Just takes tons of time. I have one file with every character at 99, without use of cheats

The most effective way to level yur heroes up to 99 without cheating, is to keep playing.
My chosen way without cheats:
Find item and costume options that enhance XP as you play with them... 'The Norn Stones' you get from defeating Loki is the best item for this.
Next, bring your selected heroes into the comic simulator, and select an Asgard arena level.
Then, just have fun.
Don't worry about completing missions. I go in and play the full 20 minutes for XP and credits. Even when you don't complete the mission, you keep what you've gained.
This also gives you time to get the feel for whichever characters you prefer, and really get a hang of what they can do.
Heroes in player control level up faster than computer controlled heroes, but even heroes you don't use slowly level up as the others do.
Heroes that are leveled up in player control gain points for their powers with each level up.
