Bilbo Baggins wearing 'The One Ring'. Press O to wear the ring and he will be able to smash and build the opaque/invisible lightning blocks.

You can also use the Wraith Snorkle to allow any character to interact with wraith bricks. Very helpful in middle-earth when Bilbo isn't in the party.
To get it, FreePlay Looking for Proof at the very beginning, as anyone. Use explosives to destroy the mithril object, and that will yield the Wraith Snorkle. You can then leave the level if you want.
