The red sparkles require Dark Magic. You need to be a character that uses Dark Magic, like Lucius Malfoy, Tom Riddle, Peter Pettigrew, Quirrel (Voldemort), etc. And then set your spell to WL. When you come in range of one of those red sparkly items, it will glow red and you can destroy it the usual way you do spells.

I got Tom Riddle as my first Dark Magic user. First I had to get the Reducto spell in the 3rd year (story mode). Then I went back to Gringotts (1st year) and blasted the chests in the bank to get Griphook (the Goblin). Then I went to The Basilisk story (in freeplay) in Year 2 and found Tom Riddle in the goblin-locked chest along the back right behind the Basilisk. I'm sure there are many other ways to get a Dark Magic user... That was how I got my first one. Good luck
