They are sad, and depressed. There is really no explanation, the crying of the witch is just to warn you that one is nearby, and to be cautious.
Well, I believe that, while human, the witch had a family and a lover.Then they all became zombies. After a while, she became infected. But during the transformation, there was a complication, something, I'm sorry but I don't know what, caused the change to freeze. She is now stuck as a half zombie half human. She cries because she feels like a mutant. She attacks because she doesn't want anyone to know that she's a freak. The wandering witch is just looking for her family.
