how do i get past league 2?

I am on league 2 at the moment and I need to get up to league 1 but don't know how to do it. It keeps telling me I need a mod pack before I can enter a race and tells me that my car needs upgrading to it's maximum league. I have unlocked all the possible mod packs and completed all the games with lighting bolts but still can't get up a league. Please help me!!!!
