What is in that package? And why didnt the pillar of autumn just destroy the crusier?

A copy of Cortana is in the package. Cortana herself is aboard the Pillar of Autumn and created a clone to gather the Forerunner data. The Pillar of Autumn is one of the smaller ships of the UNSC fleet, it couldn't have taken the Covenant cruiser down.

Why didn't doctor halsey just tell everyone the forerunner data? Why was cortana needed?

I'm pretty sure that the pillar of autumn is actually an old flood ship that has been resurected by UNSC because why would the flood take the pillar of autumn and hold on to it at all costs in halo 2 and so the UNSC would not know any big weapons if there were any.

Halo reach happens before all the other halos except halo 3 ODST in which its happening at the same time

The pillar of autumn most certainly could have taken out the cruiser. It's Mac gun is rigged to fire three rounds in one charge. It only takes one or two rounds to take down covenant shields and one more to deliver the knockout punch. Additionally, the Autumn has over 30 archer missle pods and 3 shiva nuclear warheads. Not to mention captian Keyes in charge, whos combat maneuvers are unparalleled as he was able to take out 2 covenant frigates and a carrier alone with the Iriqois, a larger class ship than the Autumn but not nearly as well armed.
