Um I heard from someone that it is. But I'm pretty sure that if they do have it, it will only be avaible in campain and you will probably have to work through a series of things to get like in halo 2.

Their is a gun for the Scarab, one that shoots a fury of Fuel Rod bombs, and the other that shoots a large plasma bullet, but you CANNOT use these in any way.

No, you cannot use a Scarab gun in Halo 3. Maybe if you modded the game, but regularly you can't have a scarab gun.
