I don't have halo 3 but I've watched clips of people's game-play, and while they are describing what's going on while they are playing, is see lots of people that are able to move the camera around where ever they want to. No matter how high, or how far away from the actual action. And they were able to add any vehicle or wepon they wanted from a list of things. And I was wanting to know if they were doing it from a computer, or does it work on every Xbox 360 halo 3 game?

On Halo 3, there is a Forge mode which allows you to add anything to a multiplayer map and customize it. You can also transform into a monitor which let's you fly around and zoom in and out.
There are two things that are possible for this. There is Forge, and there is Theater. Forge lets you customize any map in the game that you have. Theater lets you watch any clip of any game you have played.
So this can happen on both the computer and 360.
On halo 3 there is a forge option which lets you customize any map you want any way you want. After they are done, the video is saved in theater, which lets you watch games they have recently played, when you are in theater mode you can move the camera any way you want. All they do is upload the video to the internet and vwalla, you can watch exactly what they are doing, no more having to record your game on your own camera and then upload it to the internet.
