What you do is get your Xbox 360 modded and create anything. Just find it on ebay, or get a friend who works for bungie and ask them to make you one.

You cannot do that. The only way to do it is to mod your 360 and get a dev-kit which would cost $800, but that is illegal. If you develop games and think you are good enough you can show your skills to Microsoft and they will give you one for FREE!
