If you have a car in the garage then all you need to do is walk up to the doors and select it, I think it costs $250 to take it out and it's location is in the same area bit as Franklin's Grove Street Garage. Hope this Helps

The impound lot is marked as a white car symbol on the map and is located in Mission Row, on Vespucci Blvd.
In order to retrieve a vehicle you approach the impound lot garage doors and press Right on the D-Pad, as indicated. You should then have a list of impounded vehicles and a fee next to them. I believe the fee will always be $250.
