To become a cop you first need to ring Dominos Pizza and order the Meat Lover Supreme, and then tell them you want the LCPD Upgrade, which will cost .99 cents. When the delivery guy from your local Dominos delivers your pizza, written in tomato sauce on the INSIDE of the top of the box will be the DLC Code for you to add being a cop to your game.
Now, before you USE that code, you need to get a dead chicken and dance around the room with it before waving it above your console.
You can't be a cop in GTA IV by the way - there is no DLC or trick to that.
