Sorry to disappoint you, but there isn't a military base in this game. I haven't ever seen a military base in any of the games.

There is no army base in GTA4, though you can find the military choppers at the airport.

How can you get the military choppers in the airport I get in and then the police are on me before I can even get to the heli pads and once I do get to them there are no helis in sight. Do you have to shoot all the 200 "fling rats" first?
