You aren't able to enter stores in TBoGT, but if you go to your flat, you can change your outfit. I believe you have 5 or 6 choices to choose from.

you can find car stores but you cant buy them.

You cannot -- in TBoGT the stores are not available, and you change clothes by using the wardrobe in your home.
