I was wondering, if you use cheats, can you still get achievements??

No, you cannot get achievements if you use Cheats. It will even tell you you will not earn achievements if you enter cheats for this game. You can, but just don't enter any cheats in the next time you play.

Certain cheats lock certain achievements can't remember which ones though sorry. Try looking in the gta 4 cheats section I think it lists which ones lock which achievements in there.

If you use any of the weapons or health cheats, achievements will become locked. Not all achievements, just ones that have to do with killing or not dying.

Nope, using cheats that effect the character disables the Achievements. The good news is that vehicle spawns do not appear to do that.

If you use a cheat that impacts the character - like removing the wanted level - then yes, it does disable some Achievements. The vehicle cheats do not appear to do that.
