This is not complicated at all so please take note and we can easily sort this out in your mind: That is a Mod - and game Mods for GTA can ONLY be added via the PC Version of the games. The reason for that is very simple: you only have access to the live file system in the PC version.
In order to apply Mods you must have access to the file system. Since we do NOT have it for the console versions of the games, we cannot mod them. Hence the lack of Mods for the console version. We agree with you that having Mods for the console version would rock - but sadly no, we cannot have them.
