While there were planes you could run up to, get in, and fly in previous (and future) titles in the series, there were none in GTA IV. That is not to say you could not fly a plane in the game. There is a bug...
If you can locate a plane that is about to take off from the airport, and you can get your character stuck in front of one of it's landing gear just before it takes off, when it does, you take off with it. But that is all you do - you are not the pilot, you are just along for the ride.

You are not able to operate an airplane in GTA 4. Just helicopters.
