Well first you have to join the Masonic Lodge downtown then you have to return every two weeks to memorize the lesson and pass the test to become a first degree Mason, then a second degree Mason, and finally a third degree Mason.
At that point you then have to pay the Lodge Master $10K (he is the LCPD Chief of Police) and he will give you a mission to steal the police uniform from the uniform store, after which then you can NOT!
Sorry mate but you cannot BE a cop in GTA IV. It would be cool if you could but you cannot. Can't be a Mason either. Sigh.
