You have to bring up your phone, like to the max( oh yeah baby, to the max..sorry) which means when you can manually dial phone numbers in. Then you have to call 911, the listen to his instructions. Note: They take a fairly long time to respond and find you.

There are two methods which I will eleborate below
1: The first way is to bring up your phone with the Dpad and dial 911, then press 1 as instructed by the operator. The police will be on their way.
2: If you already have a police car (FIB Buffalo is included) pres LB on the xbox 360 controller. This will bring up the Police Computer. Then select {Call Police Backup}
Note you can spawn the FIB Buffalo

You have to use the cheat FBI buffalo then press lb to bring up the menu in the police car the then go down to back up

Police assistance in the sense that you call the police and they come and help you? You don't. Police assistance in the form of them arriving and shooting you, that is easy to get, just start shooting

Wrong. If you are in a shootout, lay back , call 911, and when the cops arrive. They will shoot at whoever shooting at you
