Question for Grand Theft Auto 4

Is there a way for me to make custom police and fire department vehicles without getting online or if not will someone please tell me how to and where to go to do it??

You can't custom any cars on gta 4 xbox or ps3 version but I think you can on pc vertion I'm nt to sure but other than pc you can't custom any cars :(:(:( . . . Hope this helps.
