You can't talk to people on the streets. You can shoot them, beat them up, run them over, light them on fire, and other things, but you can't talk to them.

You can't talk to people you can talk on multiplayer put not intract with them

You cannot really talk to people in GTA4 on the street if they're just normal NPCs.

Only in gta 5. It’s ok tho, gta 4 pedestrians have interesting dialogue lol
