Become very good friends with Brucie by taking him out to clubs and opubs, and whatever else he likes, once his like and respect goes up for you, you'll unliock the special ability of being able to call for a chopper from him.

I'm geussing this is the helitour/sightseer achievement you want,
This achieve ment was ment for a long period of time, not at once, just keep going back and doing the helitours, youll get it after a while
