Help getting 100%
I'm at 97.5% completion right now and am not sure what else I need to do. The only thing I can think of is that I'm missing a random character. The walkthrough reads that there are 14 total. I've met 13 but have gotten the achievement. I've done everything else required. If anyone has any advice on what I could be missing that would be great. Thanks.

So basically, you're missing 2.5%. Vigilante Mission completion, Most Wanted Mission completion, Pigeons and Stunt Jumps are all 2.5% each, so it's pretty concrete that it's norrowed down to them.
Check your stats, and make sure you've completed all of the said above.

If you are at 97.5%, you only need 2.5
Therefore, you either need to do the most wanted missions , vigilante missions for all three islands, the 200 flying rats, or all 50 stunt jumps.
