As far as I'm aware, you can't.

You can only drive them yourself, and hijack them when you see them.

You can't call a limo but you can jack one. To get a taxi all you have to do is press lB when a taxi is near you

You cannot get a limo to pick you up.

You can however, call your cousin, roman, to fetch you a cab, if you have unlocked his special ability.
