little jacob special ability

How do you unlock little jacob's special ability? I looked at my stats and it shows his like at 73% and his mission progress at 100% I thought you only had to get friends at at least 60% or is everybody different?

You need 85% like toget his specialaility.

They are all different, but it's usually between 75and 90%.

You need to get more than 75% with a person in the game to unlock a special abillity. And jacob will give you a call to say to you that you can buy weapons from him.
