Wow, you have a lot of questions about this game, and I will have an answer for every one of them. ^_^

They said that they where bringing in elements from all of the previous Grand Theft Auto Games, and adding them into this game along with a bunch of new features and other things. Because of that I would have to say that I am 75 percent sure that they will bring back the option to customize cars, why they might even add more ways that you can customize the car. The ability to change the cars paint and other parts was such a praised part of Grand Theft Auto: San Andreas, I do not know why they would leave it out of this new Grand Theft Auto game. Hope this helps.

Unfortunatly, I'm led to believe there is no way to costomize your vehicles in this version of the game. Yes, sadly, that's right,so the functions on the car you hijack, are the functions you get. Basically, down to the physics in the game, and the ways the cars will perform, avoiding glitches, and what not. It was one thing they decided against, during the long delay.

I have seen cars with racing style stripes, but I've not seen any cars that could be considered 'customized', but I'm only on the 2nd island, so I wouldnt know.

I hope there is, though.

I've seen various of the same kind of car with different hood styles. Such as hot-rod styled engines, or vents.

As for being able to do that yourself, I havn't found any way of it. I had a quick look around and apparantly the feature of customising was removed because they couldn't get it the way they wanted to.
