To obtain Skorge, Kantus, and the Flame Grenadier all you have to do is beat certain parts of the single player campaign mode.
Kantus: Complete Act 2
Flame Grenadier: Complete Act 4
Skorge: Complete Act 5
You can also obtain other Gears and Locust.
Tai Kaliso: Complete Act 3
Dizzy Wallin: Complete Act 1
Anthony Carmine: Complete Act 1 of the original Gears of War
Lt. Minh Young Kim: Collect 10 COG tags in the original Gears of War
General RAAM: Defeat RAAM in the original Gears of War on Hardcore difficulty

As you progress through the game, you will unlock them.
Kantus by beating act 2, flame grenadier for act 4, and skorge for act 5.
For the gears, tai is obtained from act 3, and dizzy from act 2.

To get skorge or kantus or the flame granader you have to beat certain parts if you beat the game try again in another difficulty

Complete the complete story mode if you want to unlock them all, as you go you unlock certain characters, you can see all you unlocked by going into Horde mode or etc., it wouldn't take long to unlock them.
