It's in Old World Blues. If you keep progressing through the gameplay it'll eventually become necessary to keep moving forward in the game. Keep progressing in the Old World Blues quest line and you'll find it.

Its only available with the old world blues dlc and I believe it's part of one of the first missions

You get it in the Old World Blues DLC if you have the skills to talk one out of the Scientists (Brains). You can also purchase one from The Sink (I only saw one, which I used to repair the first one they gave me, and that was a bad idea). Alternatively, If you lose yours, or use it in a repair (like me), or if you just want to have one for every different frequency, so you don't have to swap them at the Sink; you can use the Console and enter the command "player.additem 10417f 1" without quotations, to give yourself as many as you like. Just modify the number at the end of the command for how many you want.
