Swim underwater in the flooded area and loot both keys off of the ghoul corpses. They should both be floating under a desk. Then go to the room that says Utility and use the terminal to lower the water in one area. One of the flooded areas will be unclogged and you'll be able to enter it. Go through that area and use another terminal to unlock the Overseer's Office. Finally go back, go to the Overseer's office, and take care of the rest.
