How do you get into the Brotherhood Night Of Steel or The Brotherhood Outcast in Washington D.C wasteland?

I don't know where you got the night part from, but yes and no.

When you are starting the BoS mission "Take it Back" (The Final Mission without Broken Steel Add-on), Sentinel Lyons makes you an honourary member of the Brotherhood of Steel, although you get no bonuses or changes apart from a set of Power armour or Recon Armour.

As for the Outcasts, no way to join their ranks.

In terms of simply getting INTO the bases, you can get into the Citadel (Brotherhood of Steel base) after the mission "The Waters of Life". In terms of joining, you'll be made a member of the Lyons Pride when starting the mission "Take it Back!", although the perks for doing so are limited to a set of Power Armor or Recon Armor. Also, if you have the Add-On pack Broken Steel, at the very beginning, you'll be made an honorary Brotherhood of Steel Knight. Again, the perks are limited to simply getting some missions, but whatever.

For the Outcasts, you can't join their ranks, although you can get their armor (Either by Reverse-Pickpocketing, by finding a dead BoS Outcast member, or simply by killing one.
You can also get access to their base at Fort Independence by bringing them some tech, including Sensor Modules, Power Armor, Alien Blasters, and other things until they trust you enough to let you in. The real prize here is their armory, which has lots of goodies including some Alien Blaster Ammo and the unique "Miss Launcher".

You don't need to be trained if you have the chinese expansion. Complete the simulation and open the armory, and there will be winterized armor. You can wear it after the simulation.
