Yeh where abouts is gunney like exactly. Iv jus arrived at that big ship and met doctor li. Where this guy who you get permission off to train and where is the gunny guy ??

The " gunny " whom you need to see about power armor training?
He is in the citadil.
Inorder to gain access to the citidal you have to follow the main quest... Looking for your father, the should be called the waters of life, during that quest you will be required to escort dr li and others through the tunnels.
Then you will enter the citadil and get a cut scene where dr li talks to a man and explains what happened. [ I think his name is elder lyons ] you ask him for permision to train in power armor and he says yes, speak to gunny in the court yard of the citidal during the day.

He is in a place called the Citadel. It's the Brotherhood of Steel base in the Pentagon, and if you go there now, you won't be let in. Once you finish the story quest, "The Waters of Life", Doctor Li will get you into the Citadel. Then, talk to Elder Lyons about power armor training. It is essential that you get permission from him. Then, you need to find Gunney. He isn't ever just in one place. In the afternoons, he's usually around the firing range in the Citadel Courtyard teaching the "Newbies" of the BoS how to shoot. Talk to him about Power Armor training, and you'll receive the perk that allows you to wear Power Armor.
