Well, you need a special perk called "Power Armor Training". You will obtain it through the main quest, soon or later, so... Just keep one of them apart for later.

apparently if you finish the storyline before you get the power armor training you can't get it, because i have been going back and forth between elder lyons and paladin gunny and neither of them give me a speech option to talk about power armor training. it slipped my mind and after they put out liberty prime to go to the purifier they won't train me.
