Mysterious stranger
He has appeared about 30 times now, but who is he supposed to be???
Is he from a film or something?

It's from a perk you have, giving a random chance to have the mysterious stranger appear who helps you in VATS. As for who he is, he really isn't anyone I don't think. He may be some sort of reference, but I don't think he is.

I don't know if this is right but I watched the old movie blue steel last night and I think he may be based off the killer in the movie. The killer is a elusive hitman like murder that uses a .44-calibur magnum. The stranger uses this to so I don't think it is a coincidence.
